Regina's Food Waste Mandate Takes Effect July 1, 2027.
What it means for your building, and how the City will help pay for it.
Starting July 1, 2027, multi-family properties in Regina that use private waste collection must provide food and yard waste service to residents. The City has set aside $1 million to help buildings get there early. FoodCycler is an on-site option the City recognizes, and we can walk you through both the mandate and the funding.
Does this apply to your building?
Residential building with more than 4 units
Condo, apartment, townhouse complex, or co-op.
Private waste contract
The City does not collect your garbage or recycling.
Both true? The mandate applies to you, and City funding is available.

Two Ways to Comply

Hauling Contract
Green carts on site plus a new, ongoing hauling contract for wet, heavy organic waste. A permanent line item in your operating budget, along with bin space, odour, and pest management.

On-site processing
FoodCycler units dry and grind food waste in-suite, with no odour, minimal space, and up to 90% less volume. The City's multi-family guide recognizes countertop composters and small-scale in-house processing as an alternative to contracting a hauler.
The City will cover up to $20,000 of your costs. First come, first served.
Under the Early Adopter Incentive Program's Capital Only option, the City reimburses 100% of eligible costs up to $10,000, then 50% of costs above that, to a maximum of $20,000 per property. As of September 2026, less than $750,000 of the $1 million fund remains.
The real deadline is not July 2027. It is whenever the money runs out.

Meet Randa Leiper
As Account Executive for FoodCycler's Multi-Residential Program, Randa brings in-unit food waste diversion to new construction, retrofit, and mixed-use buildings. She works with developers, property managers, and HOAs and condo boards to build each program around what matters most to them, whether that's hauling cost savings, resident satisfaction, or sustainability commitments.
A property owner for more than 20 years, Randa understands the waste challenges buildings face firsthand. She delivers clear ROI by pulling food waste out of the building's waste stream, while giving residents a clean, convenient way to manage it right in their units.
